Flood control in the Philippines

As an archipelago of over 7,000 islands, the Philippines has long grappled with flood control. Japan faces a comparable challenge with earthquakes, as do Norway and Switzerland with building roads and railways through mountainous terrain. Yet those three countries appear to have addressed their respective challenges by becoming highly skilled at engineering solutions that actually work, whereas the Philippines tends to pour money into the problem, often with results that make things worse.

This is a real and current story — the Philippines is in the middle of a massive flood-control corruption scandal right now. Since 2023, an estimated 42.3–118.5 billion pesos (US$713 million–2 billion) a year has been lost to flood control corruption, and reporting has found alleged "ghost" projects, substandard construction, and contracts cornered by a small group of favored contractors. It's triggered massive protests since September 2025 over roughly ₱1.9 trillion (US$33 billion) spent over 15 years, more than half of which was allegedly lost to corruption, and investigators have since frozen 1,193 bank accounts tied to major contractors and a member of Congress, immobilizing about P20.3 billion in assets. So your framing isn't just a plausible theory — it's backed by an active national reckoning.

That said, "corruption" alone doesn't fully explain the gap. A few things are doing real work together:

  1. Political economy of contracts, not engineering capacity. In the Philippines, infrastructure spending — especially small, geographically dispersed projects like local flood barriers — has long been entangled with legislators' pork-barrel-style discretionary funds. Contractors, engineers, and politicians have overlapping financial interests (the scandal literally implicates DPWH engineers, unlicensed contractors, and sitting members of Congress who are themselves contractors). When the selection of what gets built is driven by who can kick back the most, not by hydrological need, you get thousands of small, scattered, often "ghost" or substandard projects instead of a coherent flood-management system. Money gets spent; risk doesn't go down.

  2. Institutional continuity and technocratic insulation. Japan, Norway, and Switzerland all have engineering agencies with long institutional memory, strong professional licensing, career civil engineers who stay for decades, and — critically — political systems where infrastructure budgets are harder for individual legislators to personally direct toward preferred contractors. Japan's post-war disaster-engineering culture is famously insulated from that kind of retail patronage (it has its own "construction state" critiques, but at least the engineering itself is rigorous). The Philippines' DPWH has periodically had strong technical staff, but procurement and fund-release processes have been more exposed to political capture.

  3. Audit and accountability feedback loops. Norway/Switzerland/Japan have strong, independent audit bodies and a press/judiciary that can make failures politically costly quickly. In the Philippines, COA (Commission on Audit) exists and does solid work, but as this scandal shows, accountability institutions moved slowly and a commissioner of COA is among those implicated — so oversight itself was compromised, not just absent.Wealth and time horizons. Japan/Norway/Switzerland are rich, low-poverty countries that can afford to overbuild 

  4. and iterate on infrastructure over generations. The Philippines has a self-rated poverty rate around 50 per cent, so budget for infrastructure competes directly with basic services — which raises the stakes (and temptation) around every peso, and reduces the slack available for redundant, "belt and suspenders" engineering.

  5. Decentralization without capacity. A lot of Philippine flood infrastructure is small-scale, local, and decentralized (barangay/municipal-level), multiplying the number of discrete contracts and points of leakage, versus Japan's more centralized, standardized national engineering programs.

So it's less "the Philippines can't design good flood control" (Filipino engineers, including many working abroad, are perfectly capable) and more that the procurement and political incentive structure routes money away from effective engineering and toward patronage. The current scandal is essentially the country's institutions — audit, media, judiciary, protest movements — trying to force a correction. Whether it produces durable reform (like Japan's did) or just a cycle of investigation-then-forgetting is the open question.
